To play the Warhammer Fantasy Battle game you will need three things: a rulebook, an army book and an army*.
The rulebook explains that, to play a typical battle, you agree on a points limit with your opponent. Each model, as well as its wargear, magic items and other upgrades, has a points cost roughly equivalent to its influence on the battelfield. So setting a points limit to a battle means that, in principle, both sides are roughly equal in capability.
A typical battle will require between 1000 and 2000 points, although both smaller and larger battles are possible.
The army book then lists the points values of each individual troops type, its upgrades and all additional rules and restrictions on your choice of army. Army books are specific to race or realm, so there is a “Dwarfs” army book (which it sounds like you have), as well as a “High Elves” army book, and “Empire” army book, a “Tomb Kings” army book etc.
Reading and learning your army book, experimenting with different units and rules, and fine-tuning your army choices is a whole branch of the hobby on its own and advice and guidance on army selection can be found on the Games Workshop website as well as on community forums such as http://warseer.com and http://dakkadakka.com.
*I should add that, with the “Battle for Skull Pass” starter set you can, of course, play games without buying an army book, as it comes complete with two armies, a rulebook and everything you need to know to play out the battle. But you will quickly exhaust the possibilities inherent in the starter box without buying an army book.
