Go to Warhammer.org for tips and advice on putting an army together, there is also a Trade section where you can buy & sell miniatures, painted and unpainted.
eBay can be a good source of very cheap miniatures but check that the seller’s ratings are at least 98% positive and don’t get carried away and spend more than you mean to.
The price depends on whether you buy painted or unpainted (well painted minis cost a lot more, badly painted minis are worth less than unpainted), how big the army is and whether they are plastic or metal.
Some of the modern plastic miniatures are very good but generally metal ones look much nicer.
You can buy a complete army from anywhere between 20 euros for a bruised bargain or 2000 euros for an army fully painted to a high standard.
