What is the best way to start Collecting Lord of the Rings Warhammer?
I am going to start collecting LOTR war-hammer, however I don’t have a clue how to start i.e.; what set(s) to buy or what paints I require?

That really depends on what your plans are.
If you just want to be a collector/painter, then it’s easy: buy the miniatures you most like the look of!
If you plan to play either the Strategy Battle Game or the War of the Ring (or both) then you’ll need to be a little more selective (although beginning with the army you most like the look of is also a good starting point).
Starting with paints, there are a number of ranges from which you can choose, but to keep things simple you might as well get going with the Lord of the Rings paint set from Games Workshop. As well as eight paints, a brush and a painting guide, this includes six goblins to get you started and the paint set is surprisingly good value compared to buying the individual components separately.
To move beyond that, I suggest simply buying a few (maybe half a dozen) models that catch you eye and painting them up with the same set. It will give you a sense of which colours and shades are missing from your collection, enabling you to track them down for yourself. For painting plastic, metal and resin miniatures, I recommend Citadel Colour as the premium range, but there are also good quality paints from Vallejo Model Color, Formula P3, Foundry and Reaper Master Series which you may be able to find cheaper depending on where you are and where you choose to shop.
As well as expanding your paints collection, painting the first few minis of any faction will give you more of an idea of where your true loyalties lie. If you’re divided between two or more factions, then that’ll be great for playing the Lord of the Rings Strategy Battle Game, as having a few alternate forces to choose from is always helpful.
If you fancy going into the mighty massed battles of the War of the Ring, you’ll probably want to stick to a single faction as these collections will often cost hundreds of pounds to collect and paint over many months and even years.
You can find the army lists and special rules for the different armies and factions in the rulebooks for each game, along with multiple expansion books (but don’t worry about those to start with).
