would plasma from a neon sign transformer made inside a closed chamber heat the air inside enough to cause the air to expand to the point that it could shoot a small projectile out of a barrel? similar to a potato cannon but without the explosive gas

if you just had a small fluorescent tube in a chamber of air, it would barely heat the air at all.
if you meant the projectile would be in the chamber with the neon, then still no – when a current is put through neon it doesn’t heat up or expand much, otherwise airtight fluorescent tubes would have to be re-designed to accommodate this expansion.
